Are government buildings in the public domain?

If I use a government building as a background in a picture on a work, such as an album cover, is it possible that I can get into trouble for that, if I don't get anyone's permission?

    yes..the outside of the building is in the public domain. in the public domain means they are freely available to view from a place which the public have access.

    however, i'd recommend you write to their press office and advise them that you wish to exercise your freedom to use an image of their building and the reasons why, and maybe a copy of the art work in it's final context – to avoid misunderstandings and give them a fair hearing.
