The work was created and first published before January 1, 1923, or at least 95 years before January 1 of the current year, whichever is later.
2. The last surviving author died at least 70 years before January 1 of the current year.
So the film's copyright has not expired quite yet, and since I have not seen any statements from the films creators/producers releasing it into public domain (the holder of a copyright reserves the right to do so at any time), I would assume that this film is still protected under international copyright.

Not as far as I know. The "usual suspects" of PD publishing, i.e. Something Weird, Alpha etc. have no discs of it out.
