Well, recently Supreme Court decided that cities can use eminent domain to raise their tax base. They take property away from "regular" people and give it to rich companies to develop. This results in more tax money for the region.
Traditionally, however, it was used for the creation of things like roads, town buildings, and other things that were important for the good of the mass public.
