    You don't build a site on a name. You can a purchase a name from several places on the net, and assign it to a web page on you host later.

  2. Yes. There are many services out there selling domains, including Yahoo. You purchase the name, but you don't have to build a website.

    Yes you may by a domain first. It is called Parking a Domain.

    Usually a domain could cost $8 to $15. Like godaddy.com.

    Once you buy a domain from a domain reseller, they ask you to pay the yearlyfee, and then you will have access to the control panel right away.

    Once you buy a hosting company to host your website, you need to change the DNS servers (in the Domain Control PANEL) Very easy, when you buy a host they will tell you how. And you will have a website after a couple of hours.

    Some Domain Resellers allow you to place a one page for free. So you can say, Website will launch soon.
