go to a reputable company that is a domain registrar, not a hosting company that happens to resell domains. you will have the option of having them host, for an additional fee, or to get your hosting seperately.
Try godaddy.com. It is $8.99 for a domain only, and less if you have them do hosting too.
yeah if you register the domain yourself, you can have the records point to whatever nameservers you want, that way you can host the page wherever you want, you just have to make sure that they add the record in their nameservers so that your website resolves properly.
