Is there such thing as a free or very cheap private registration service for domain names?

Private registration costs too much if you want to apply privacy to a large portfolio of domain names. Is there a solution? The registrar that I use charges $9.95 a year per domain name. I have close to 200 domain names. It costs me a lot to renew my domain names already. I don't want to be paying so much for privacy too.
By the way, I use GoDaddy, their private registration is too expensive. Sometimes they have deals, but not too often. Usually privacy will cost just as much as registering a new domain name. So, I'm ruling out GoDaddy for privacy.

This initiative is NO.SA2006RF0025:local land use hearings.Right to testify initiative statute for the State of California. It will give property owners the right to request a hearing before the city or county can just take their property. It is for a good cause, and i need to get over 375,000 signatures. We allready have the initiative ready to go to the voters once we get the signatures. We have allready received the Title and Summary back from the attorney general.
