Can you open a business domain under one name and run the services on that website through another business?

Basically, there would be two companies: one that owns the domain and another one that provides the services and runs the site. This could be beneficial to solve tax-related issues with international domain names.

    yes, the domain is essentially the copy right to owning that domain…sure yes. You could even just purchase the domain and go somewhere totally different to create a website
