Domains have nothing necessarily to do with your PC. If you wish to buy a domain that currently belongs to someone else, then you should act no differently than trying to buy some other property from someone else that you both want.
Domains belong to a certain person until that person gives up rights to that domain. If that person does not renew his domain from a qualified company that can get renew that domain for him or help him buy another domain, then he loses that domain…..and after a certain period of time, that domain is available to anyone for the taking.
If you wish to make an offer without your PC being involved, then might I suggest you make an offer from somebody else's PC.
