Globat and Feebas trouble ?

I have a Golbat at level 65 and it still doesen't evolve into a crobat . It's the first one of my 6 pokemon and I give it some pokeblocksa but it still doesen't evolve ! HELP !
Feebas-
In Dewford town my trendy phrase is Correct Ball , where do I find the Feebas ?
Do I have to change the Phrase ? if so how do you change it ?

Feebas:luck of the catch really but i got one better Milotic
Golbat: depends what lvl caught at i got mine at 34-36 and it evoled 30 lvls later

Feebas is in the water part of mount coronet when your going to snowpoint city.. but it's freaking hard.
Golbat evolves after you get the national dex at lvl 50
