You can write HTML code in virtually any text editor. You CAN write it in notepad but it doesn't have an features to help you. I'd try looking for a more robust editor, features like syntax highlighting and code hints are very helpful. There are MANY editors out there, including many free ones. Try doing a little searching for "HTML editors" and try some out.
