It depends on the server. Generally, GoDaddy runs PHP 4 and MySQL 3 or 4. Sometimes, if you're lucky enough to catch the right cluster, you can get PHP 5 and MySQL 5.
GoDaddy does not guarantee software versions and waives all warranties in their TOS, so it's a crap shoot.
