I would say that 2 favorites of mine are http://www.viux.com and http://godaddy.com
I like viux because the control panel is a little more mature. The viux express accounts will cost about $120+ a yr and godaddy starts at 3.95/month. It all depends on what languages, databases, and features you want, but I found that one of the two mentioned above fits most if not all of what I need for myself and clients.

http://www.doggydomains.com is a good host. They have fare prices and you get lots of storage, bandwidth, and free extras. Sign up for hosting and get a domain name for $1.99.

I am currently using DreamHost as my hosting provider. They provide 200 GB of web space, 2 TB of bandwidth, support for PHP4, PHP5, Unix Shell, CGI, Contrab, Ruby on Rails, Canned CGI, SSI, CVS, and Subversion and many file formats.
If you're interested, you can get hosted by them for $69.00 a year by going to this page:
http://www.programming-designs.com/page/hosting
I have a promo code which discounts $50.00 from the original price ($119.00) so you can get the best hosting deal available.
Hope this helps.
