When selecting a web host, I used this site to help me get started:

Note, that the cheapest price usually requires you to sign up for a 2 year prepaid period where you pay it all at once. They get the "low monthly" price by dividing it out by the months in two years… to pay just monthly the cost is higher, but gives you more flexibility if the host is not good for you.
There are many other sites as well, do a google for web host reviews and see what you get.
If you want cheap, you are going to want shared rather than dedicated hosting.

When it comes to web hosting, it’s better to look for quality over price. I’m been through a number of "cheap" hosts, and have had horrible experiences. For the most part, so called "cheap" hosts will have some kind of gimmick (website doesn’t show up for a few days, slow server, crowded server, bad customer support, extra bandwidth fees, the list goes on).
When it comes to quality, I use Host Gator (hostgator.com). Never had a problem with them. DON’T use GoDaddy, whatever you do – just DO NOT use GoDaddy, they suck horribly.
