Is getting a dedicated-virtual server the best way to avoid getting shared hosting banning because of CPU use?

What I mean is…at Mediatemple.net with their (gs) Grid-Service plan, they only allow 1,000 GPUs and if you go over (instead of getting banned) you have to pay more
and I think "banning" was the wrong to use…I meant "suspending", like how some sites suspend you for a day or more if you happen to get on the front page of Digg.com

What is the best video hosting site that allows objectionable material?

…As in nudity. I really need to post a short film I made to my blog, so I also need a host that will allow me to embed the video into my blog.
Subjectively, it’s not porn. It does have 10 seconds of nudity. YouTube wouldn’t allow it…but Xtube (which is for porn) doesn’t allow their vids to be redirected. I need to embed it to my blog, yes.
