Microsoft offers a service called Office Live Small Business. Here you can get hosting, a domain and quality customer support. It is low cost and the design function is entirely template based so even a beginner can create a site. Check it out at http://smallbusiness.officelive.com/

Prices for hosting deals vary, some have ongoing discounts, like Fat Cow, right now they have additional discount, so it turns out 3,67 a month:

I use them for one of my websites and they are pretty good, with cute web panel interface and a lot of bonuses like Google adwords coupon, etc. you can also install scripts easily, manage domains, and everything else hosts prices x3 of Fatcow offer. Good luck with your choice!

A personal webpage and a business web site are very different things.
There are many "free" web hosts for personal pages, but the have limited capacity, load your page with their advertising, or constantly pester you to upgrade.
If your business site is to accept payment over the web you will have to have a security certificate, a dedicated IP address, a true domain name, shopping cart software, database software, a credit card merchants account. Plus you will need someone to maintain your site. Not a trivial task for a very minor business.
