Where can I find the cheapest AND reliable hosting?

I currently have 3 sites on go daddy and am paying $60/year for hosting, is there a cheaper option? I want to put up hundreds of sites so every penny counts and it would be great to find a host for $20/year or so. Any help is greatly appreciated.
