Why are domain transfers cheaper than domain renewals?

good cheap web hosting offer? is hostgator ok?

Also it should be around 3-5$/month. I’ve seen some offers around the web but don’t know how good they are.
A friend recommended hostgator but I’m opened to any ideas.
