Cheapest laptop that can also host a Minecraft server?

So the thing is, that I got a new computer, one of the main reasons that I got it was so that I could host and play Minecraft or do other stuff while I’m hosting (the new computer has 8 GB of RAM). Yet, on my last computer (it had 4GB of RAM) when I would host and play other games or play Minecraft there wouldn’t really be a lag issue. With this new computer when I do other stuff everyone has MASSIVE lag, a lot more then when I had my old computer. So I was wondering two things. 1) Is there anything I can do to make it not lag? 2) If not, what laptop would be the cheapest, but could still run a Minecraft server lag free?

The site is for a small company(or rather a new one) and they asked me to find a good webhosting for them.
